Answer: 07 Dec 11 - If a former employee PCSed from here to overseas and they wish to return, we have to give them a job at the same grade as when they left.  It doesn't have to be the same exact job, but it has to be similar.

05 Oct 2011: CDC Grass

Comment: Safety team alerted me to some concerns about high grass around our CDCs.  Do we have maintenance technicians at each CDC who can cut the grass immediately around the building and playground so our kids can play outside in between programmed contract cuts?  If not we need to find another solution.

Answer:  07 Oct 11 - Each CDC has a Maintenance/Motor Vegicle Operator staff person that is responsible to keep the grass/weeds trimmed within 50 yards of their facilities.  We are just now getting them on board and we have purchased the mower.  Grass will be cut by COB 07 Oct.

05 Oct 2011: Hunt/Fish Fees

Comment:  I need to review Hunting/Fishing fees again.  An employee told me that a retired SFC is paying double what an active duty SFC is paying.  Let's compare our fees to other like installations.

Answer: 25 Oct 11 - We are continuing to gather/analyze data on fees charged by local clubs, and the impact on overall program revenue if retiree fees were reduced.  Comparison w/ eight installations shows FS/HAAF cheaper than most for E-7 and below.  We are higher for E-8 and up, retirees, and civilians.  AR 200-1 authorizes reduced fees only for "enlisted Soldiers".  Recommend no change.

05 Oct 2011: CES Basic

Comment: Concerns about CES Basic Course MTT OML.  Employees have enrolled online for this course, have to await our decision on who attends per our OML, be told online that the course is full, before they can request a seat in another class.  We need to make this decision soon on who attends so folks who do not make the cut can enroll in another course before they turn into a pumpkin.  I would like to review the seat allocation for approval in the next couple weeks.

Comment: Apparently we have a bee problem at CDC (Bldg 1284) - has our pest control team addressed this?  Did it take care of the problem?

05 Oct 2011: FS 190-5 Change

Comment: Remedial Drivers training is no longer offered byt Safety keeps getting calls about this class because it is a requirement in FS 190-5.  We need to cut a change to 190-5 now that we no longer offer this training.

23 Sep 2011: DRMO

Comment: Comments that we (DOL) are turning into a dumping ground for units because we do not have a local DRMO - what should we do about this?

Answer: The Defense Reutilization and Marketing Office (DRMO), recently changed their name to Defense Logistics Agency Disposition Services (DLADS).  All FS and HAAF customers who have unserviceable or excess items are required to turn in to their supporting SSA.  If items are excess to the supporting SSA, they will either turn into DLADS or DOL depending on authorized disposition level of the item.  Units that incorrectly try to turn in items to DOL are informed of correct pocedures.  DOL has made exceptions in the past and accepted DLADS items from SSA's if we have a DLADS pickup scheduled for our building and have less than a truckload.  Corrective Action:  DOL will coordinate with the five SSA's at FS and HAAF and insure they are aware of correct procedures for utilizing DLADS and pass this on to their supported customers.

23 Sep 2011: QUASAS Support

Comment: Have we been tasked to provide QUASAS support to Puerto Rico?

Answer: 28 Sep: The National Guard is requesting QASAS support for retrograde
mission 14 Oct - 19 Nov in Puerto Rico.  This is in Fort Stewart's AR 5-9
area.  DOL expressed concern in providing requested support due to a planned
rotation of QASAS personnel as well as heavy range training and firing
scheduled during this time frame.  DOL is working with ASC Class V transition
team to secure personnel for the mission.  Fort Stewart has planned for $11K
in TDY to support this mission.

Update: 17 Oct: Camp Santiago, Puerto Rico has requested QASAS support for a mid-December
Call Forward/Retrograde mission They are requesting QASAS support under 5-9,
normally this would fall within Ft. Stewart's area for execution. Fort
Stewart is authorized 3 QASAS but due to personnel issues there is only one
QASAS available at this time and Ft. Stewart can't support but will pay
travel for the QASAS to support. HQ, ASC and HQ, IMCOM COA has directed
support from one of the 6 QASAS at Aberdeen Proving Ground, MD.
According to AR 5-9, Fort Stewart has QASAS area support requirements that
include Camp Santiago in Puerto Rico.  Fort Stewart DOL will fund this TDY
mission. POC at Fort Stewart, GA DOL is Nia Landry 912-435-0009 to request
and process TDY funding in support of the mission.
Purpose is an annual Joint Munitions Command, JMC/CAM requirement to provide
support to a Call Forward & retrograde Class V Mission.
TDY timeframe for the support this year is 14 November thru 19 Dec 2011.

23 Sep 2011: USAG Postal Facility

Comment: Who maintains the side of the post office our employees work in?  An employee told me it was in bad need of a face lift.

Answer: 26 Sep 2011 - DHR owns postal work force and maintenance orders have been submitted to DPW to address teh following: dead boldt, move AC controls, clean AC vents, and removal of old AC unit.  DPW has prioritized based on availability of funds.

Comment: Is there an ACAP like service provided to DACs? Term?

Answer: 23 Sep 2011 - Yes, ACAP can provide services to separating term employees and DHR has offered this to its employees in the past.

23 Sep 2011: Post Office

Comment: National Post Office slosures - will we be affected by this?

Answer: 26 Sep 2011 - No, currently there are no indications of a shutdown per Hinesville Poltal Officer but support staff may decrease.  Jacksonville Poltal Office runs all postal operations in Southern Georgia and has not announced any closures.

23 Sep 2011: SPICE in SAV

Comment: Are we getting updates from Savannah on new businesses LE thinks is selling Spice - someone mentioned that Savannah is finding quite a few and I have not seen them added to our off limits list.

Answer: 06 Oct 11 - Working with Chatham County Drug Enforcement Director and surrounding Narcotics teams to keep constant information flow concerning SPICE sales at local establishments.  DES working to update Off Limits list.

Update: 28 Oct 11 - Continual effort to maintain communications with surrounding agencies.  The Off Limits Roster will be updated accordingly as information changes.

Commert: Can we make IMOs equal to 2210s?

Answer: No.  In order to be a 2210 series, over 25% of an employees work must be IT related.  Many of our IMOs provide thsi service as an additional duty.

14 Sep 2011: Active Directory - CYSS

Comment: CYS employees do not have access to an active directory - this is causing them problems in completing mandatory annual training.  Let's find a solution to this problem.

Answer: 21 Sep 2011 - No CACs for these employees thus not able to take online training programs or CES courses.  GC instructions to work w/DHR and develop AKO accounts.

Update: 04 Nov 11 - CYSS is working to get AKO passwords for all employees

Update: 17 Jan 12: Still working issue, issue discussed with DGC.  Plan being worked to determine different methods of training and timeline.

Update: 01 Feb 12: After meeting with DFMWR, CYSS is putting plan together to see what training can be done by slides and what has to be on computer and what are roadblocks.  Next meeting will be set up second week in Feb.

Update: 15 Feb 12: Employees are taking available training and completiung mandatory training.

Update: 16 Apr 12: Meting scheduled on 19 Apr to check progress

Update: 01 May 12: CYSS developed an action plan and briefed DFMWR on 18 APr 12.  Monthly meetings will be conducted to update progress.  Updated the DFMWR on 01 May.  Process is in place and is working.  Recommend removing from the tasker list.

24 Aug 2011: 15th St. Fire Station

Comment: 15th Street Station - sleep rooms hot and muggy, showers have to run for 15 minutes before they get hot water (due to solar water heater?), automatic faucits turn on for no reason.

Answer: 31 Aug 11 - Corps of Engineers contacted Jun 2011 to address HVAC issues.  Repairs have been on-going and will be complete 2 Sep.  Corps of Engineers contacted 31 Aug 2011 to address plumbing issues.

Answer: 16 Sep 11 -
     - Sleeping Rooms were inclement - USACE has corrected tehissue by changing out a makeup air unit.
     - Solar Hot Water not heating quickly in showers - system was not properly vented and USACE corrected the issue and the water is heating properly.
     - Automatic Faucets going off randomly - USACE adjusted sensor controls and are now in proper working order.
     - FSFD Asst. Chief Crowell was contacted 15 Sep 2011 to verify if any issues remain and a negative response was received.

24 Aug 201: Heat/Smoke Detectors

Comment: We have had some issues in the barracks with the location of heat/smoke detectors right above the stove - show me where we have this problem and what we can do to fix it.

Answer: 08 Sep 11 - The heat/smoke detectors in barracks on FS/HAAF are installed in accordance with code.  However, if the budget allows, we could replace the smoke detectors in the common area with heat detectors to potentially reduce the number of Fire Righter responses.

Answer: 16 Sep 11 - The smoke detectors in barracks kitchen areas on FS/HAAF are installed in accordance with code.  The FS Fire department in conjuction with DPW will prioritize the relocation and replacement of the smoke detectors in the common area with heat detectors to potentially reduce the number of Fire Fighter responses.  This will compete wiht the Priority listing of Fire Department requirements for FY12.

24 Aug 2011: Barracks Firestops

Comment: Do all of our barracks rooms with stoves/ovens have firestops?

Answer: 08 Sep 11 - No, barracks rooms with stove/ovens do not have firestops.  FS/HAAF has 1907 stove/range tops with hoods that could have a firestop placed under the range hood.  The cost to purchase each firestop is $25 (total cost of $95,350 with 2 firestops per range hood). Each range hood requires two because one firestop can only provide coverage for two burners.

14 Jul 2011: DAC Drawdown Article

Comment:

1.  Lots of questions about the DAC drawdown as we approach FY13. 

2.  Will employees be able to interview for positions at a lower grade? 

3.  Apparently some positions are still showing as under review for a considerable time after the position has been filled.

14 Jul 2011: PAO Question of the Week

Comment:  PAO is looking for some type of prize to give out for ansering the question of the week.  Let's look to see what DFMWR can offer - doesn't have to be big (reduced or free meal at one of our facilities, reduced or free bowling/golf/pool pass - as examples).  Good opportunity to expose more people to our facilities.

Answer: 02 Aug 2011: DFMWR will be glad to donate FMWR promotional items, but cannot give idscounted coupons.  With our fiscal constraints too many discount coupons put a burden on the activities.

Answer: 08 Jun 2011. Jordan Gym is a designated youth gym, and the equipment is specifically ordered for youth development.  Adult Army Civilians should utilize Newman or Tominac gyms for their workout needs.

27 Jun 2011: Electronic Awards

Comment: From GC: Apparently there is a new electronic awards procedure that I need to get smart on.  The concern is no ability to get an RMO chop on monetary awards.

Answer:  04 Aug 2011: New Civilian awards system is called AUTONOA.  There is a block that CPAC told users to check which will send the award to RMO before it reaches the approver.  RMO will know to subtract the monetary awards out of the Garrison checkbook and that solves the issue brought up at the brown bag lunch to the GC.

02 Jun 2011: PX & Commissary Councils

Comment: Do we still have PX and Commissary councils?  Should we have them?

Answer: 06 Jun 11 - Commissary: Many installation dropped the Commissary/Exchange councils when the installations increased their outreach with town hall meetings, FRG/CLIF's, brown bag lunches, etc.  It was found that the people attending these were the same that were attending the various other outreach methods and the same questions were being asked/answered in the many different forums.

Update: 13 Jun 11 - PX councils didn't receive any attendance when structured through support of ACS and were ineffective.  Currently utilize other feedback mechanisms to improve services and do not recommend establishing a council.

07 Mar 2011: Liberty County Transit

Comment: Next round of LC transit route discussions we need to look at routes in the 2BCT area - employees are concerned about Soldiers having to walk to main post and have given some rides.

Answer: 10 Mar 11 - Liberty County Transit will be conducting a first year ridership survey of the system this month and determining a thorough analysis and collection of comments from personnel where changes are necessary.  When the survey becomes available, DOL will announce the survey medium and locations via media outlets.

Update: 01 Apr 11 - Made multiple attempts to reach POC; awaiting contact reference 2BCT concerns, 4IBCT new compound being included in route and results/status of survey.

17 Feb 2011: PT

Comment:  Report of AF units doing PT on the entrance road to WAAF and on Sunbury Road at various times of day.  We need to put a stop to this before someone gets hurt.

Answer by GCSM: DES (SGM Lynch) developed a route for PT inside containment area.  Route is along the wood line by the AF Detachment's location across the field to the old taxi way and needs no clearance from the Tower.  Dirt road needs improvement for suitability to runners.  SGM Mcrae adn SGM Knox did a walk through on 06 Apr and DPW is developing cost estimates.  Identified route is 1.3 miles one way.  Task is complete regarding safety, pending DPW cost estimate for upgrade.

07 Mar 2011: Building 623

Comment:  1st BCT units on 1st floor block the latrines during urinalysis tests and our employees (many with disabilities) have to go to another building.

17 Feb 2011: Security clearances

Comment: G2 is getting in our way for doing what we must for security clearance suspensions.

Answer by DPTMS: PSI office, (Ms. Washington), spoke with the 3rd ID SSO, MAJ Russ and we mutually agreed that once  MP Blotters were received, if there were any personnel listed that were read on I would let him know before suspension.  At this time the G2 is not hindering the Security Division from completing their mission.

07 Mar 2011: Component rebuilds

Comment: Request to do component rebuilds here.

Answer by DOL: The Army incorporated a program called National Maintenance Program (NMP) many years ago to consolidate the component rebuilds to a single Source of Repairs for quality purposes.  We used to conduct component repairs prior to the establishment of NMP but lost the authorization to continue.  The LMP program is not beneficial for us to participate in because it does not guarantee workloads and only funds the program for completed work.  Thus, we have to fund mechanics and maintain the work force without a guarantee of any work.

Comment: Concern with individuals writing PDs and then applying for the job.

Answer by DOL: When position descriptions are developed or revised employees performing these or similar duties are consulted to ensure position descriptions are accurate.  However, management has overall responsibility for developing and submitting PDs.

17 Feb 2011: Computers to schools

Answer by DOL: Per S6, schools are unable to accept these computers.

07 Mar 2011: Honeywell

Comment:  Can we hold Honeywell accountable for bringing vehicles to us that are clean?

Answer by DOL: Honeywell accepts LBE from units that are on a very short timeline from MRE completion and deployment.  They require units to clean vehicles when possible but time constraints hinder some from being cleaned.  Honeywell is not staffed nor do they have the resources available at all motor pools to conduct the cleaning.  They have gotten better at providing clean vehicles over the past few months.

07 Mar 2011: PT at DOL

Comment: A problem with PT and DOL employees getting to work

Answer by DOL: Building 2916 is located in the 3rd ID PT area.  A route has been established that enables employees to get to work while allowing Soldiers to conduct PT.  There have been occasions where the PT route has not been followed.  DOL identifies these occurrences to the Garrison CSM who coordinates with the applicable CSM(s) to implement corrective action.

07 Mar 2011: MRAP Mechanics

Comment: Concern with the number of mechanics we have trained to work on MRAPs.

Answer by DOL: We have three personnel that went to the training and we are currently in the process to get additional mechanics trained.  DOL responded to an ASC tasking requesting our requrements.  Additionally, we submitted a ROM to ASC a while back to get seven additional personnel trained.

Answer by DOL: We used to have an AOAP Lab at HAAF that supported FSGA and HAAF but the department of the Army consolidated Labs and created regional Labs to minimize the AOAP cost to the Army.

07 Mar 2011: CECOM

Comment: CECOM team is here doing work that we should have done diring the deployment.

Answer by DOL: CECOM has established a team to install and check the serviceability of the entire communication systems prior to the reissue of LBE to the units.  This ensures the units are receiving equipment back as a system complete and serviceable.  When we perform LBE maintenance on the equipment we insure all communication equipment that is installed on the equipment is serviceable but we lack components of the system to test the entire system.

Answer by DOL:  10 Mar - Leaders provide broad guidance and managers determine specific tasks and standards to ensure mission accomplishment.  As an ISO certified organization work tasks are detailed and codified to ensure work is uniform and performed to standard.

04 Nov 2010: Civilian Fitness Program

Comment: Are we still doing this?  Are we sending out reminders when we start up a new session?

Answer by DFMWR: We are still offering the Civilian Fitness program. We are not sending out reminders because the program is on-going with no time limitations.  The the process is: Applicants turn-in their Enrollment packets - schedule a fitness assessment with Personal Trainer -receive an exercise prescription from the trainer - and workout on their own. Employees should coordinate with their supervisor to establish time for employee to participate in the program.

26 Feb 2011: Fire Fighter Dispatch

Comment: Timeliness of central dispatch releasing firefighters to crash scenes at our airfields.  Seems to be an issue in that the firefighters are looking at the incident, have been cleared by the tower, but have to wait for central dispatch to release them.

Answer by DES: 3 Mar - Division Fire Chief has addressed the issue.  Once Fire department arrives on scene they take all orders from the tower.
