Comment: Are encumbered positions still encumbered if they are no longer on the TDA when the employee returns?
Answer: 07 Dec 11 - If a former employee PCSed from here to overseas and they wish to return, we have to give them a job at the same grade as when they left. It doesn't have to be the same exact job, but it has to be similar.
