Comment - We should push back on the requirement to provide paper documents for the upcoming audit - all of this information can be pulled online.  Priinting everything costs us dollars and wasted man-hours.

01 Aug 2012 (HAAF) - CES Q&A

CES Background:  The CES order of merit listing (OML) was established after:
1) The development of Garrison policy letter #14, dated 01 May 2012, which outlines the priorities for CES
2) Completion of a 100% survey of the garrison workforce in December 2009 to determine our Garrison's CES training status.

Comment: Who establishes the CES OML?

Answer: The CES order of merit listiing was established and is maintained using the priority definitions outlined in the Army Civilian Education Policy dated Nov 2006 (i.e. priorities 1, 2, and 3): Grade, Service computation date for total civilian service, then compassionate considerations.  Ultimately, the Garrison Commander approves the CES OML after it is provided for his approval based on the above criterion.

Comment: Who is eligible to be on the CES OML?

Answer: All employees are eligible but, the priority 2 and 3 employees are to be trained following 100% of the priority 1 employees.

Comment: When are employees briefed on the OML (monthly counseling)?

Answer: This is generally up to the supervisor.  The information results of the CES OML are analyzed bi-weekly and the inputs are provided by the directorate's training coordinators.  This is a great topic for quarterly counseling.

01 Aug 2012 (HAAF) - VERA/VSIP Q&A

Comment: Several employees stated they had applied for VERA/VSIP but received no feedback from their supervisor/director.

Answer: RMO receives VSIP requests from the directors only.  It is a management decision whether or not to offer VSIP to an employee.  It is voluntary on the employees' part.  VSIP is not an entitlement.  In this era of civilian strength reductions, the directors are offering more VERA/VSIPS than any other time in recent years.  We offered a total of 62 so far in FY12 alone.  Every employee should have a supervisor look them in the eye and tell them if a VSIP is going forward or not.  This is a great topic for quarterly counseling if nothing else.

Comment: Are employees VERA/VISP requests denied because supervisors/directors are afraid to lose the position authorization on the TDA?

Answer: In order to get a VSIP approved, a position must be abolished.  Since we have over 100 over-hires right now, RMO is working to abolish the over-hire position instead of the key positions on teh TDA.  Sometimes supervisors don't want to lose a valuable employee, as it may cripple their organization.  Offering VSIP is a Directors decision.  The director recommends to the GC who then recommends to the RD and the RD approves ro disapproves.  So far this FY, Region has disapproved zero.

Comment: Who has the authority to stop a VERA/VSIP request?

Answer: The director may start a VERA/VSIP based on the employees volunteering an interest in taking it.  The director may also decide to stop a VERA/VSIP request.  The GC sould stop it, but he has not disapproved one yet.  The RD could stop it, bue he has not disapproved one yet either.

Comment: What mechanism is there to provide feedback to employees on their request as it moves through the system.

Answer: If a Director submits a VERA/VSIP packet to go forward, then RMO now has the task to let the employee know within 24 hours and whether it is approved or disapproved.  None that have been submitted by directors have been disapproved.  However, VERA/VSIP packets not submitted by the directors are not considered for approval or disapproval.  Again, every supervisor should counsel their employees face to face on whether their packet will go forward or not.

Comment: Are position authorizations deleted when VERA/VSIP is approved?

Answer: Yes a position is deleted, but as long as we have over-hires, RMO will delete the over-hire position, not a position with an authorization.

01 Aug 2012 (HAAF) - FSBP Q&A

Comment: What is the future of FSBP?

Answer: The FSBP is being turned over to Army units from civilian management effective 01 Oct 2012.  The civilians currently managing the barracks are permanent over-hires.

Comment: What happens to these civilian employees/over-hires when the barracks are turned back over to the Army?

Answer:  The over-hires in the FSBP program are going to have to find new positions for work.  They can help find new jobs, but it is Garrison's responsibility to figure out where they can work instead of FSBP.

Comment: What happens to permanent over-hires if there is a RIF before the transition of the FSBP?

Answer:  If there is a RIF, some of them are in danger of being let go and some are not, it depends on the rules of the RIF, their seniority, and their Veteran's preference.  We won't know who is in danger of being RIF-ed until we conduct the mock RIF over the next couple of weeks.

28 Apr 2012: Housing Gate

Comment:  144 Housing Gate - will there be a west bound turn lane in the project that DPW has planned for later this year?

Answer:  02 May 12 - No, left turns are unsafe at this intersection unless a signal is provided, and a signal is not included in the project.  The project will provide deterrents against the numerous illegal u-turns that currently occur in the borning between 0800 and 0900.  Instead of making u-turns, Soldiers from the housing area need to use their secondary entrance into the 4IBCT or Gate 3 (rather than Gate 5) to enter the main cantonment area.

06 Apr 2012: CDC Crosswalk

Comment:  Need for a crosswalk at our big CDC.  (unsure which one specifically--check them all)

Answer:  02 May 12 - All CDCs were checked.  CDC on Davis Avenue was the only one where a crosswalk was deemed necessary.  Conceptual design is complete with an estimated cost of $7,600.

Update:  08 May 12 - DPW recommending no crosswalk b/c it is essentially to nowhere (nothing on opposite side--sidewalk etc.)

Comment:  Need a light at Gate 3.

Answer:  No light is necessary based on traffic flow and density (& reduced speed limit)

Comment:  Digital finger print machines in security division are down causing us to send people off post at a cost for this service

Answer: 03 May 12 - At no time were customers referred off post.  machines were down due to technical issues but both FS and HAAF's have been resolved and are fully operational.

28 Apr 2012: GSA Vehicles

Comment:  GSA Vehicles - problem with supervisors holding on to credit cards.  Without this the operator cannot get towed or repaired.

Answer: 04 May 12 - Each vehicle has a credit card and is signed for by dispatcher.  Supervisors should not take this away and TMP should be notified in such instances.  Authorization o fthe card will be pre-approved via TMP in the event of a vehicle malfunction.

Comment:  Why do we have a school bus stop at Harmon and 16th?

Answer: 11 Apr 12 - There's a bus stop on the corner of Harmon and 16th streets.  A Liberty Co school bus picks up two students at that location who are in the Ombudsman program (alternative school); one is a middle school stdent, the other is a high school student.

Comment:  Repair Pond 1 Pavillions

Answer: 02 May 12 - Work Order to remove the pavilions because of safety concerns.  Work Order # SF 000701J, was submitted 05 Jul 11.  Per DPW WO is on hold

Comment:  Ensure we are opening up recreation areas on long weekends.

Answer: 02 May 12 - Training areas open for recreation use are loaded into the HunTrac system within 24 hrs of receipt from DPTMS.  DPW, Forestry will adjust the open areas as burns are cancelled.

06 Apr 2012: Phone Check In

Comment: Phone checking process (outdoor rec) needs to be streamlined.

Answer:  02 May 12 - Outdoor Recreation will schedule a meeting with Fish adn Wildlife and Game Wardens prior to 15 May to discuss possible ways to streamline.  Currently all information provided on the website is required by FS hunting and fishing regulation.

Update:  21 May 12 - Input from the DPW Fish & Wildlife Branch, DES Game Wardens & the FMWR Ourdoor Recreation team all indicate that the current checkin/out process meets the requriements to validate information from the sportsmen and help individuals select the safe, legal training area for their recreation needs.  No further action required.

28 April 2012: IEPP

Comment:  IEPP question:  Employee is in a GS5 slot now due to a RIF somewhere else.  She would like to apply for some IEPP GS6 & 7 positions because she has worked at the level in the past but the rules do not allow this - are there exceptions?

Answer:  Negative---this becomes a promotion versus a reassignment and IMCOM policy on promotions take precedence.

17 Feb 2012: Security Clearances

Answer: PSI office, (Ms. Washington), spoke with the 3rd ID SSO, MAJ Russ and we mutually agreed that once  MP Blotters were received, if there were any personnel listed that were read on I would let him know before suspension.  At this time the G2 is not hindering the Security Division from completing their mission

07 Mar 2012: Rebuilds

Comment: Request to do Component rebuilds here

Answer: 10 Mar 12: The Army incorporated a program called National Maintenance Program (NMP) many years ago to consolidate the component rebuilds to a single Source of Repairs for quality purposes.  We used to conduct component repairs prior to the establishment of NMP but lost the authorization to continue.  The LMP program is not beneficial for us to participate in because it does not guarantee workloads and only funds the program for completed work.  Thus, we have to fund mechanics and maintain the work force without a guarantee of any work.

Comment: CECOM team is here doing work that we should have done during the deployment.

Answer: 10 Mar 12: CECOM has established a team to install and check the serviceability of the entire communication systems prior to the reissue of LBE to the units.  This ensures that the units are receiving equipment back as a system complete and serviceable.  When we perform LBE, maintenance on the equipment we insure all communication equipment that is installed on the equipment is serviceable but we lack components of the system to test the entire system.

Answer: 10 Mar 12: We used to have an AOAP Lab at HAAF that supported FSGA and HAAF but the department of the Army consolidated Labs and created regional Labs to minimize the AOAP cost to the Army.

Comment: Concern with the number of mechanics we have trained to work on MRAPs.

Answer: 10 Mar12: We have three personnel that went to the training and we are currently in the process to get additional mechanics trained.  DOL responded to an ASC tasking requesting our requirements.  Additionally, we submitted a ROM to ASC a while back to get seven additional personnel trained.

07 Mar 2012: PT at DOL

Comment: Problem with PT and DOL employees getting to work - not sure I understand this one.

Answer: 10 Mar: Building 2916 is located in the 3rd ID PT area.  A route has been established that enables employees to get to work while allowing Soldiers to conduct PT.  There have been occasions where the PT route has not been followed.  DOL identifies these occurrences to the Garrison CSM who coordinates with the applicable CSM(s) to implement corrective action.

07 Mar 2012: Honeywell

Comment: Can we hold Honeywell accountable for bringing vehicles to us that are clean - apparently this has been an issue.

Answer: 10 Mar 12: Honeywell accepts LBE from units that are on a very short timeline from MRE completion and deployment.  They require units to clean vehicles when possible but time constraints hinder some from being cleaned.  Honeywell is not staffed nor do they have the resources available at all motor pools to conduct the cleaning. They have gotten better at providing clean vehicles over the past few months.
